Annual Meeting of the Osterville Village Association August 18, 2005
Directors present at the meeting were: Charles Sabatt, Clifford Dow, Thomas Evans, Gail Nightingale, William Murdoch, Arthur Marney, Tami Walsh, William Craig, William Cutcliffe, David Richardson, Mary Jane Savage, John Crow, James Crocker, Bruce Harding, Cay Childs Hornor and Karen Smith.
The meeting was brought to order at 7:40 p.m.
Treasurer’s Report presented by Tami Walsh
The Osterville Village Association began this fiscal year with a bank balance of $18,835.82. We took in member and sponsor dues totaling $13,245.00. We received $3,542 in donations to the Robert Smith Jr. Fund for Osterville. We also received a $1,000.00 tourism grant from the Hyannis Chamber of Commerce. Total income for the year was $24, 203.53, with total funds available for the year of $43,039.35.

Year End Bank Balance as of May 31, 2005 was $16,053.97.
Membership
We are currently in the middle of our membership drive for the new year. We had our best year last year with a total of 1191 members. (710 members and 480 sponsors)
Report of the Osterville Business Professional Association – presented by Gail Nightingale:

Christmas Charities Balance $ 161.50 An itemized account of all income and expenditures is attached to this report. As of June 1, 2005, Wendy Wheeler resigned as our Treasurer, but has agreed to stay on our Steering Committee in charge of our website. We are pleased to welcome Tami Fagans Walsh of Banknorth as our new treasurer for the upcoming year.
The O.B.P.A. walks a fine line between maintaining our village atmosphere and over commercialization trying to keep both our merchants and our village residents happy, in accordance with our By-laws. We try very hard to satisfy everyone! Two members of our Steering Committee serve as the merchant’s liaisons. If anyone has any concerns, we hope that they will contact a member of our steering committee.
It has been brought to our attention that some residents wonder why the Osterville Village Association contributes to O.B.P.A. functions. As O.B.P.A. is a sub-committee of the Village Association, many of our activities are co-sponsored by and funds donated by the Osterville Village Association. On Arts in Bloom Day, Village Day, Fall Festival and Christmas Open House & Stroll, some of the expenses, such as our Library Road Race Medals, a band in our Village Day Parade, the trolleys and horse drawn hayrides for Village Day and Christmas Open House, are funded by the Village Association. Fifty percent of these funds are, in turn, reimbursed to the O.V.A. by the Town of Barnstable Tourism Grant.
During these events, the cooperation of the Osterville Garden Club on Arts in Bloom Day and the Osterville Historical Society and the Osterville Rotary Club in our Village Day Parade is greatly appreciated.
The Village Association also donates a portion of the expense of our Osterville Village directory and brochure.
For our twenty first year, the O.B.P.A. awarded a scholarship to a graduating high school senior. With the addition of $250.00 from the Osterville Village Association, our scholarship is $1,000.00. This year’s recipient was Miss Samantha Higgins who will be attending Quinnipiac University. Our thanks to Tom Evans of Cape Cod Academy who heads up this committee.
We now have a website, shoposterville.com.
For the second year, we are sponsoring a public rest room in the building at the rear of the Osterville House & Garden Shop from May to October.
This Christmas will be our 36th Annual open house and stroll, to be held on Friday, December 9th, 2005. As always, we want to make this the most special event of the year, and hope you will join us during the day or evening for all of the festivities, especially around the crèche at 6:00 p.m.
Through your generosity to this years Christmas Charities Drive, we were able to donate $4,400.00 to the cape co times needy fund and another $3,200.00 to the Salvation Army. We will again sponsor this drive in November. We thank Bruce Williams for heading up this committee for us.

Town Councilors Report – presented by James Crocker
Mr. Crocker brought us up to date with the state of the village and town.
The Town of Barnstable wanted to tax the residents of Little Island and Oyster Harbors for $75,000.00 worth of bridge repair. The issue is no longer under discussion. The residents will not be taxed for the repairs. East Bay Landing is the test case for fees for ramp repairs. An additional charge is applied to the beach stickers and will be used to repair the boat ramp in the future. The roads in the Village need to be repaired and repaved but funds are not available at this time. The same is true with sidewalk repairs. The issue of the split tax rate was discussed. It was suggested that we have an informational forum before the referendum on November 8, 2005
Local ComprehensivePlan – presented by Mary Jane Savage Mary Jane Savage reported to the association the details of the Local Comprehensive Plan. Please go to the website for a complete detailed copy of the plan.
Ostervillage Record – presented by Bill Craig The Ostervillage Record has been well received. Bill Craig is looking for suggestions, comments and feedback on the newsletters. Chuck Sabatt commended Bill on his dedication and hard work.
A presentation ion was made to Townsend Hornor for his lifetime dedication to the Village of Osterville. William Murdoch presented Townie with an antique barrel stave hand painted with the image of the Wianno Yacht Club. He was also presented with a framed illustration of an American Flag with the former country store in the background. Townie has for many years raised and lowered the flag at the Island Corner. The village of Osterville greatly appreciates his commitment and dedication.

Chuck Sabatt recognized Wendy Wheeler for her hard work and assistance as the Treasurer of the O.V.A.
Bruce Williams was recognized with a special engraved plaque to honor his dedication to the Village of Osterville and the people he has helped with the Christmas Fund. Over the past years, the fund has raised over $72,000.00 for needy individuals in and around the village, monies that provide assistance during the holiday season.
Guest speaker David Lawler - School Committee Member David Lawler discussed with the association the current condition of the school situation in the Village of Osterville. The population of elementary school children in Osterville is declining The bay school is slated to close June 2007
The ball fields and community center come under the directorship of the recreation department.
New business:
The plans for the new library are available to be seen at the library. Public fund raising has not yet begun There will be an article about the library in the Barnstable Patriot this week
The autumn golf outing will be held at Oyster Harbors on September 26, 2005.
