Board of Director’s Meeting

Osterville Village Association

October 3, 2005

 

 

 

Attending Directors: Karen Smith, Chuck Sabatt, Bill Craig, Mary Jane Savage, Art Marney, Jim Crocker, Gail Nightingale, Tami Fagans, David Richardson, John Crow, Bruce Harding, Gail Albertini and Cliff Dow.       

 

Secretary’s Report:  The minutes of the September 12th meeting were accepted with no changes.

 

Treasurer’s Report: The report presented showed $135.00 total income from 9/13 – 10/03. However, no mail has been collected and no deposits made, so we do not have accurate numbers from the 2nd mailing. We have a total of 477members at this time as compared to 517 members at this time last year.  We now have 233 sponsors as compared to 349 sponsors from last year at this time. We have $641.75 in expenses which are applied to the donation for Townie Hornor and his gifts from Birdsie which were presented to him at the Annual Meeting.

 

Vice President’s Report:

The second 2005 – 2006 dues notice was mailed on September 27, 2005. It was mailed to all village wide mail list recipients that had not as yet paid the current dues.

 

Fiscal Year IRS income tax forms and a 990 charity tax form was given to Tami on September 29th. Chuck Sabatt will endorse them and they will be mailed.

 

Kathie Fulham, CPA has the IRS audit material ready to submit.  The matters are very straightforward and should not provide any difficulty.

 

The preliminary 2006 budget numbers have been drafted.  A spreadsheet has been circulated to each budget committee member.  Gail Nightingale will submit O.B.P.A.’s requested budget numbers for the committee’s consideration.  The budget should not be draft approved until we receive further income information from the second dues notice.

 

O.B.P.A. Report

At our last breakfast meeting in September, held at Keeper’s Restaurant, $4000.00 was donated to the library from the receipts of the 26th Annual Run for the Library Road Race on Village Day.  The race was sponsored by and a portion of the funds donated by John Hancock Financial with Sean Doherty as Chairman.

 

A very successful Fall Festival was held last Saturday under the co-chairmanship of Gail Albertini of West Bay Antiques and Jennifer Wass of Pocket Full of Posies.  We thank the OVA very much for donating the cost of the horse drawn hayrides, however the horses didn’t arrive.  So, your donation wasn’t used.  I’m sure we can find another way to spend this money so that it will qualify for the 50% reimbursement from the Town Tourism Grant.

 

Our fall cocktail party will be held at Keepers Restaurant on Tuesday October 11th from 5:15 to 7:30 p.m.  This is being sponsored by Sotheby’s International Realty and Jack Cotton.

 

We do not have any new O.B.P.A. members to report at this time.

The renewal of the OVA raffle permit should be applied for now.

The report was accepted.

 

Town Councilor’s Report

 

There was an opening ceremony for the ramp at Dowses Beach. It was hosted by the Park and Recreation Department.

There will be a discussion on Thursday, October 6th, for a new affordable housing vehicle which will allow the overview of parcels to be considered for affordable housing projects. It would be a joint effort between the town and the developer.  Hopefully a vote will be taken at the end of the month. Affordable housing – trying to change zoning which will be used as a tool – to allow planning board and zoning – then it will go to town council – spot zoning it relieves 40b and ZBA

Discussions have been taking place regarding the tax issues that will be on the referendum in November.   There are no pressing issues in regards to Osterville at this time. The town is repaving Starboard Lane.  The owners will have to relay their cobblestone aprons, which have been placed in the road.

Councilor Crocker reported on a presentation by Marlene Weir that discussed the LCP. The village associations have completed all their work – the rest of the town is far behind.

 

Discussion regarding the need to put in new water pipes in Hyannis was presented to the Town Council and it was passed. Funding comes out of the Hyannis water budget – no public funding will be used. The purchase of the water company came out of long term financing. It is an enterprise account.

 

Membership Report 

 

We signed up 5 new members from the Village Day. Most of the people who came to the membership table were not Osterville residents. 

 

Ostervillage Record

 

We are gong to have a fall issue in November. There will be a subject summary of the OVA Annual Meeting and will include a schedule for the Christmas Stroll.

The Feature article will be on the new library.

 

Bruce thinks we should have an evacuation program published in the record.  We could do that in the winter time but we don’t have room in this record for that type of article.

 

There was one response from Bill Craig’s appeal at the annual meeting for comments and suggestions – a community center in the village. Focus on new design but there will be an inset that will be an interview – this is our idea of how to bring library into 21st century.  We are possibly finding that the bay school may be another venue and we are looking into that.   

 

Townsend Hornor Scholarship – establishment of ongoing scholarship for a cape wide or town wide for a high school student intent on environmental science or biology. This

would require a new source of funding. This should be discussed within theBudget Committee to see how it could be funded.

Motion to send the issue to the Budget Committee – moved to establish a scholarship in Townie Honor’s name will be referred to the Budget Committee. Motion passed.

 

New Business:

 

It was suggested that we establish more interaction with Marstons Mills, Cotuit and Centerville when issues arise.

 

Membership list and Ostervillage record – list contains column for email addresses.

Could we send out request for email addresses to the members? That way we could save on mailings.

New sign at the Fire Station – a prototype will be presented at the meeting on the 19th. We will have a community board similar to Centerville’s.

 

No new editor has been appointed for the Ostervillage Record.

 

The meeting was adjourned at 1:30 p.m.
