Board of Directors Meeting

Osterville Village Association

November 7, 2005

 

Attending directors: Bill Cutcliffe, Bill Craig, Bruce Harding, David Richardson, John Crow, Gail Nightingale, Art Marney, Jay Larmon, Gail Albertini, Tom Evans, Bo Murdoch, Chuck Sabatt, Tami Fagans and Karen Smith.

 

The meeting was brought to order at 12:00 p.m. by Bill Cutcliffe.

 

Secretary’s Report: The October minutes were accepted with two changes.  “Bill” on page 3 should identify Bill Craig and the spelling of Marlene Weir’s name was corrected.

 

Treasurer’s Report: The second mailing has gone out.  We have had 158 members and 73 sponsors since October 4th. We have a total of 940 members and sponsors from the time period June 1 thru November 5th. These numbers are the same as last year. Income is  up 18.9% due to the increase in dues. We have not done a third mailing yet.  We will add a tear out sheet in the Ostervillage Record for members to return with their dues. The report was accepted.

 

O.B.P.A. Report: Final plans are being made for the Christmas Open House & Stroll, to be held on Friday, December 9, 2005 under the chairmanship of Joan Melchiono and Cynthia Harris.

 

In accordance with past practices, I would ask that you again Vote: To sponsor the hayrides and trolley for the Christmas Stroll as part of the Town Tourism Grant, up to an amount of $1,000.00. (1/2 of this should be reimbursed by the Town).

 

There are no new members to report at this time.

 

Our next Breakfast meeting is scheduled for Thursday, November 17th, at Cape Regency Nursing home in Centerville, with a full buffet breakfast being served at 7:45 a.m.

 

Our Christmas Charities Appeal, under the direction of Bruce Williams, will be taking place again with the receipts being divided between the Cape Cod Times Needy Fund and the Salvation Army.  These donation requests are sent to all OVA Members and OBPA members.

 

Motion to sponsor hayrides and trolley for the Christmas stroll as part of the Town Tourism Grant up to $1000.00. Motion carried. Bill Craig abstained.

 

Membership Committee Report: presented by John Crow – We are about 254 members/sponsors short from last year.  The Record will come out during the last week of November. Do we want an additional mailing to go out to the approximately 380 2004/2005 paid members yet to pay this year? It was noted that there is a discrepancy in the number of members who have not renewed their memberships. The 384 number is correct for those members/sponsors that paid in 2004/2005 but not in 2005/2206. We have at this time 254 less total members/sponsors. There are 126 new members/sponsors (380-126= 254). The additional Dues mailing will be sent to the 384, 2004/5 member/sponsors.

 

Dues notices (2006-2007) will go out in an issue the third week of May.  Then, we could add a tear off in June/July. We will have a second mailing in August. We could also assist Tami in getting the mail and making deposits. We are considering revamping the dues notice. Pierce/ Cote will help and Jane Shelley Pierce has given her permission to use her painting to put on a dues notice.  We are thinking about welcome wagon letters for realtors. We can offer a one year free membership to new home owners.

Motion to send a third mailing to the 254/380 people who have not re-joined as members. Need to clarify that this is for FY 2005 past dues. Motion carried.

 

Town Councilor’s Report: James Crocker was not present so no report was presented.

 

Ostervillage Record – We are still in need of a replacement for Jay Larmon and Bill Craig. Chuck Sabatt asked if we should continue the newsletter or not. Is it worth it?  Should we just be looking at the website and publishing information on the website. The Library has its own newsletter. We should think about printing only an annual record after the Annual Meeting.  We will put this on the agenda to vote on for next meeting.

 

Budget Committee -Cathy Fulham has reported that everything is fine with the audit, but the IRS is unhappy that we are a 501C3 (charitable group). We are more a Civic Group – 510C4. It is preferable for us to remain a 501C3.  

A financial analysis has been prepared by Bill Cutcliffe. This is only a working budget.

 

Chuck Sabatt suggested that we have a representative of the Barnstable police at future meetings. He will schedule this for December or January.

 

New business - affordable housing overlay district – build on smaller lots – removed from zoning board – will encourage dense development – no profit limit. We should be watching this carefully. Growth Incentive Plan – redevelopment of village centers.

 

We will write a letter to Marlene Weir and let her know that we want her to keep us up to date on happenings regarding the LCP. We will send a copy to Jim Crocker and Mr. Barry.
